Alberto: you've confused me.
You mention the "Evil Empire [be it USSR, China, Iraq, or a unified
Europe]" and then you say "the Empire didn't use the nukes when they had
the monopoly of nukes".
Does "the Empire" mean "the Evil Empire", or the US? Either way, your
statement seems inaccurate to me. America DID drop nuclear bombs on
civilians, and the Evil Empire never had a monopoly of nuclear weapons.
