England doesn't have quotas. I worked in the UK work permit
department for a few months a couple of years ago. I don't recall
them asking any questions about the health of dependants, though
the rules may have changed since. If the employer can convince the
government that they need you then you can normally get in. Work
in the UK for four years and you are allowed to stay in the country for
life.
