Non-citizens (defined as "people with a non-Dutch nationality") can vote in
The Netherlands, provided they have a permit to live here. They can�t vote
in national elections though, only in local and provincial elections.

Only Israeli citizens vote in Israel. What this have to do with race? Is
there any other country where non-citizens can vote?
