Eh this is a Europeen policy. Every legal resident (that is a resident with a
legal permit stay and work in that country) of any of the Europeen countries
can vote in local and provincial elections regardless of their nationallity.

Except for Belgium that is. Last I heard the Belgium government still hadn't
transformed the Europeen legislation into national law. On account of the fear
for problems with election results due to overwhelming numbers of French
speaking citizens present in Dutch speaking communities. :o)
