Except that it didn't happen suddenly.

Gray Davis was warned of the problem over a year ago.   He decided that
price caps benefited him politically in the short run, and is now paying
the price for not preventing the problem in the first place.

JDG - Who notes that the free market is producing power plant construction
at a 
frenzied rate*, without the government stepping in at all, thank you very
much.

* - To be precise, 100,000 new MW/day will be available within one year,
which is twice California's daily power usage.
