Here's a thought.  Maybe the only difference in American behavior
overseas, if we compare today to a century ago, is that between then and
now Europe chewed itself to bloody pieces, inadvertently leaving the USA
the dominant western nation.

In 1900, Europeans considered Americans to be ignorant, uncultured, rude,
and annoying.

In 2001, Europeans still consider Americans to be ignorant, uncultured,
rude, and annoying.

The only difference is this:  in 1900, Europeans had no reason to resent
America's power.  Now they do.  So what in 1900 would be perceived as
merely contemptible is now perceived with an added ingredient of
resentment.  Americans used to be fools, but now they're dangerous fools.

Of course, Europeans perceptions of the matter are entirely objective,
Europeans being invariably educated, refined, courteous, and discreet.
