This is true, although it does seem to be limited to beer.  I haven't 
seen too many ads for hard liquor which feature no holds barred wild 
partying.  As a matter of fact, most ads for liquor that I have seen 
try to give a sophisticated image to the product which pretty much 
means that they are targetting adults.  I agree that beer ads can be 
problematic, but I would be hesitant to impose limits on companies 
which do nothing wrong.
