Try Filomenas in Georgetown (italian).  (I think the spelling is right).  It 
is on one of the state streets running down to the Potomac.  Marvelous 
Italian.  I have been going there every few years for decades, but now a days 
you need a reservation and deposit.  If you are lucky the grandmother will be 
making pasta in the room off the entry way.   Pricey, but well worth it for 
an occasion. Service is the best I have ever seen.
