While I can no longer actually remember JDG's definition, developing ICBMs
is too high a standard, I think.  India is certainly developing (and
indeed already has tested successfully) IRBMs, Intermediate Range
Ballistic Missiles (The Agni, if I remember the name correctly - been a
while since I looked at Jane's for India).  The term "rogue nation"
actually had a formal definition created by the US State Department, but
the term itself is no longer in vogue - it has been replaced by the
wonderfully euphemistic "state of concern."  IIRC the list includes Cuba,
North Korea, Iraq, and Iran and had something to do with state sponsorship
of terrorism.  I'm not sure, though.
