And Webster says:
ballistic missile: a self propelled missile guided in the ascent of a

So then I'd say even short range missiles, if unguided, would count by that
definition.
However, I'm not really looking to argue the exact semantics, so much as I
originally posited those two countries to John to see why he left them off.
If it's indeed because of the definition of what constitutes not supporting
the Non-Proliferation Treaty, that's fine with me. I was mostly curious to
see what he thought of those two countries, based on his definition of rogue
nation. If it's the case where those two hate each other so much, that
they're only looking to kill each other and not the U.S., and therefore they
are not rogue nations, that's also fine.
Just trying to get to the bottom of it!
