If the car had a "black box" that registered the speed, and they fined the driver based on this "black box", wouldn't the effect be the same? Or if the rental company had some "spies" that measured random car speeds and reported to them, wouldn't the effect be the same? If you accept some rule, then expect that rule to be enforced somehow.
