 My only complaint about this is the notions that governments "allow" these 
things to happen as if the governments could prevent them from happening. I 
used to be a liberal about such things but now I have become convinced that 
the government cannot prevent this sort of thing because it cannot control 
the forces that create these horrors. It is just hubris to think that any 
government can do this.
