Well - not exactly. Arrest is a formal process I think. To ask you to step 
aside an airport and explain your language use would not qualify in and of 
itself as an arrest. If you were really just having a casual conversation, a 
few quick questions and appropriate actions would clear things up and you 
would be on your way. This is a minor inconvenience, not a major infringement 
on your rights.
