So we don't cut emissions for 15 years, allow Detroit to exploit a hole in
existing regulations that actually results in emissions/vehicle to increase
_and_ many more behemoth vehicles on the road. Then we turn around and use
the argument that there are too many behemoths on the road to require that
emission standards improve substantially. My but we're clever!
