I'm going to make a bold prediction here:
The United States will not unilaterally break the ABM Treaty.
In fact, I will double-up my prediction, and also predict:
The United States will not legally withdraw from the ABM Treaty.
The first one I am absolutely confident about. The second one I am 90%
confident about. I'll bet you dollars to doughnuts that Bush's statement
is simply posturing to focus the Russians' attention on agreeing to a
revision of the ABM Treaty that permits development of limited missile
defense.
