Just to prevent misunderstandings, you again used a word that may mean
something different from what you meant.  Breaking a treaty means not
fulfilling the obligations you agreed to under the treaty.  I'm sure you
know that the US is not planning on doing that with the ABM treaty, right?
The US is planning on withdrawing from the treaty, using a mechanism that is
specifically part of the treaty.

Breaking a treaty is like leaving your apartment with 6 months left on the
lease.  Withdrawing from a treaty is like giving notice on a month to month
lease that you will be leaving next month.
