Well, while I don't think the treaty should be dropped now, I don't think
that finding an extrordinary event  would be a problem.  The potential
existance of small countries acquiring a few nuclear missles instead of an
attack by the USSR being the main risk would definately have been considered
extrodinary  30 years ago.
