It was not.  Congress simply passed an authorization for the use of force,
similar to what was passed on Saturday.

The US has declared war only five times:
-On the UK in the War of 1812
-On Mexico
-On Spain
-On Germany and Austria-Hungary in WWI (Note: declarations were made
separately, 8 months apart)
-On Japan and its allies in  WWII (war was declared on Germany and Italy
three days after Japan, war on Bulgaria, Hungary, and Romania six months
later)
