In this case, it means a deliberate, intentional refusal to deal with the 
full implications of the question or challenge; an implicit charge of moral 
cowardice, basically. That he has asked a question, or posed a challenge that 
you, since you cannot answer it, ignore and pretend has not been asked, or 
give a totally inadequate response to. Basically, he is accusing you of 
flinching, of ducking the challenge.
