Pardon me if my memory on this book is fuzzy after some 15+ years, but
didn't the country declare war on the U.S. with the intention of losing?
Didn't they want to surrender promptly and get the U.S. rebuilding
reparations they saw America's other enemies get after losing in WW II? And
when it turns out they are in possession of a *REALLY* big stick that even
the U.S. is afraid of, the plan startes to go to heck?
