I could be wrong of course, but I read this as "10% of all e-mails sent to me never arrive". If that is the case, I think you should start looking for an other ISP real fast. I guess you should also ask for a (partial) refund from your current ISP, since losing 10% of a customer's e-mail is Very Bad Service. I do not know what they charge you for it, but such a level of service is unacceptable. Just my EUR 0.02.
