Go back to your initial assumption:

  It's wrong to punish an innocent for a crime he/she didn't commit.

So, what's happening?

Probably those whose house is destroyed are *not* innocent -
having been those that educated a boy into a suicide terrorist.

I don't know if I agree with this reasoning :-/
