Japan? I did not know Japan was a member of NATO...

As for Germany, well, that is kind of a special case. Until fairly recently 
(a few years ago at most), giving financial support to NATO operations was 
the only thing they *could* do. As you may remember, Germany was not 
allowed to send its troops abroad.
