I think it is a fairly complex arrangement, as far as I can tell. In some ways, the Taliban were a terrorist sponsered state. Money and soldiers to support the regeim were supplied by AQ. But, by the same token, Afganistan was a safe harbor for AQ, furnishing ample room for training camps. So, by protecting AQ members from normal criminal prosecution, they also served as sponsers of AQ. If you look at my latest post, you will see some of the reasons that all of NATO, as well as many other countries of the world, validly consider the acts of 9-11 acts of war. Dan M.
