No, they should either be <br></br> or <br/>. XHTML requires all elements to have ends as well as beginnings. See the section on empty elements at http://www.w3.org/TR/xhtml1/ Of course an XHTML representation of email shouldn't be using <br/> at all - it should be formatting with paragraph elements.
