They were so concerned about it in Singapore a few years back that they had
a year-long campaign to urge wealthier, better-educated people to have more
children.  (They have a theme every year; last time I was there, it was
about tempering their drive to be first with some politeness, like letting
the pregnant woman get off the subway car before mobbing it.)  It was very
controversial, especially outside of Singapore (where controversy is not
well tolerated).  The arguement was framed in Darwinian terms -- if this
keeps up, we won't be competitive in the world marketplace.
