The first and most awful counter-example is the American nuns killed in El Salvador. The dictators in power were responsible. That's about as inhospitable as one can be. However, I have to agree that some dictators are better than others. Of course, that's sort of like saying that some kinds of gunshot wounds are better than others. Nick
