I don't understand what you mean. By resources, I meant enough wealth,
enough food and building materials to house and feed people more than
adequately. If you're saying that greedy leaders actively prevent these
resources from reaching people, that's corruption. If others can't figure
out how to stop them, that's ignorance (which I don't mean in a pejorative
sense).

I guess my definition of corruption is much broader than yours. I mean a
corrupted system, one that can be significantly misused.
