No, it was written as a game guide for a proposed WW II Pacific Theatre of 
Operations computer game. The game got stuck in development hell, so the 
authors (who had amassed a great deal of information), decided to turn it 
into a reference work.
The Victory at Sea tv series is very good, and the music by Richard Rogers 
is outstanding.
