Possibly depends on your idea of "visible from space". Basically anything above the size of a cigarette packet is visible from space (or at least low Earth orbit) to the top line spysats, and roads and urban areas are visible to the eye of naked shuttle crew (or is that the naked eye? Whatever). I'd imagine that, unless they do something to add a unique frequency into the lights that they'd be completely swamped by NY's nighttime lighting.
