Thanks to Israel, at least two key Arab leaders are not attending the summit. Arafat is not attending because Israel might not let him back into the West Bank. President Mubarak of Egypt decided to stay away to show solidarity with Arafat. King Abdullah II of Jordan has not given a reason for not attending. The absence of key leaders means that, even if the Arab nations support the peace plan put forth by the Saudi Crown Prince Abdullah, the plan will carry little weight. It is not like there is no wide support for the plan, though. The article linked to below says that the proposal has been welcomed by the UN, Europe, the US and even "a variety of Israeli newspapers". The fact that the Arab leaders are holding this summit shows that even they are in favour of the peace plan. If Sharon is going to dismiss the (not at all unreasonable) plan, he is going to find much of the rest of the world against him.
