I haven't read the book, so I have no idea, but I'm guessing it was
"illegitimate" rather than "illegal" (meaning offspring born out of
wedlock, rather than outlawed altogether).
When I've heard the more direct, hurtful versions of the insult, it's
always been separated into the "illigitimate offspring" and "offspring
of female canine", not both at once in one unit. (Maybe one right after
the other as separate epithets, certainly, but not as one unified
whole.)
