That's exactly it.
The "international community" (ie everybody except the Americans pretty much) have a "blame the victim" mentality about all of this.
On the other hands, the Americans note that the Arabs walked away from peace negotiations and began blowing up civilians. Once the Palestinians began doing that, they clearly became the party that was clearly *wrong* in this.
The Israelis and Palestinians are not just two squabbling children, neither of whom is right and neither of whom is wrong. The Palestinians not only stopped talking peace, but then engaged in objectively evil acts of terrorism.
And unfortunately, it is the continued "blame Israel" policy of the "international community" that is providing the political cover for further acts of terrorism. Indeed, the "international community" STILL seems hell-bent on *rewarding* terrorism by working ever-harder to give the Palestinians what they want.
