Basically on May 21st internet broadcasters will have to pay a fee to RIAA for each 
song played AND how many liteners for each song. And owe backfees for three years. 
Even 'real' radio stations that broadcast their feed over the internet will have to 
pay.

It doesn't look like a hoax, has been covered in many news sources:

*Strange coincidence. This morning I was thinking of setting up a remote webcast of a 
radio syndicated show from my home town that I can't get here. It'd be very illegal, 
but that never stopped me.
