I have freedom of speech, but that does not mean I can get away with yelling "Fire!" in a crowded theater. Other example: cell phones are known to possibly cause interference with electronic equipment. While I carry a cell phone (which can be seen as an expression of a desire to be reachable), I still have to turn it off when I enter a hospital or board a plane. It is likely that the incident in Norway was caused by an overprotective security guard; there is no evidence of it being official Norwegian policy.
