I haven't been able to get that website all day.  Has anyone else? But, I've
been to many other sites that give the gist of the report. The way I
understand it, the responsibility was spread so thin that no one ended up
responsible.

 Frankly, the shared responsibility=no responsibility mantra bugs me now as
much as it did at my former company.  Promising to protect the lives of
thousands of human beings is a sacred promise.  Letting the Serbs separate
the men and women before carting the men away to be killed is just
inexcusable.

Goodness, who wrote that the Europe committed war crimes? For someone who is
willing to condemn the US as war criminals for using landmines to  that do
not fall under the special European ban exception a to protect South Korea,
you seem to have very think skin.
