Yes, everytime I have seen it used, it is to bust some guy they want to really harrass. For instance, here in Portland, they busted a guy with some child porn on his computer at work. He ran an alternative Dance Club, and the city wanted it gone. This was the easiest way to revoke his business license. NFH
