There is a sting operation currently running with the NYC DA's office -- cops pretending to be children stroll through 'net chat rooms looking for pedophiles. They make dates to meet with men and then arrest them if they show up. NYMagazine ran an article on it a few weeks back. A friend of mine did the same thing for the San Francisco PD for a while. (We've fallen out of touch... he may still do so.) I find the whole thing really creepy, and unnerving, but when I have kids I'm sure I'll be praising programs like that to high heaven. Most of the arrests centered around child porn in NY and NJ seem to be about "rings" of people who sell and distribute massive amounts of the stuff.
