Actually, kneecapping was not used by the IRA against random civilians, but 
against IRA members who acted, err, "less than loyal" towards the IRA (like 
members who became informants for the British). Kneecapping someone (thus 
crippling that person for life) was the IRA's way to warn that person that 
such behaviour would not be tolerated.

I leave it to the reader to imagine what the punishment would be for repeat 
offenders...
