You have a chance to get permission after the fact.  If you don't, there is
a hefty fine.  If you don't pay it, they can go after your house.

Again, you can get permission afterwards.  If you don't, you will be forced
to repaint your house or lose it.

The bottom line is that you agree in writing, when you buy the house, to
these provisions.  It is _very_ hard to get a lawyer good enough to void
them.  With late fees, etc., you practically end up paying their legal bills
anyways.
