Is that official policy in the US -- regardless of where you were born, if your parents are American then you are also American? That is not the way it is handled here. Your nationality is determined by your place of birth. When you then move to an other country, you can apply for citizenship there. FREX, if Tom had been born in Belgium, he would have gotten Belgian citizenship; after returning to The Netherlands, we could then have applied for Dutch citizenship for him.
