American law doesn't recognize you as a person until your moment of birth.  
At that time you are assigned a number, your birthday is noted for the 
record, etc., etc.

Where you were _created_ doesn't make a difference to the government.

If you are born in another country, you must apply for citizenship.  If at 
least one of your parents were/are US citizens you are automatically 
eligible and won't have to take lengthy exams -- just apply and you're most 
likely a shoo-in.  If neither of your parents were citizens once you become 
of legal age (I have no idea _what_ that age might be....) I believe you 
must either apply for some sort of non-resident alien status or citizenship 
if you want to stay.
