Technically, this breaks the "official" rules of grammar,
and should be either:

  "[He didn't do that] because he had to deal with more
  important issues."

or

  "...because he had more important issues with which to deal."

or something like that.


But English is an evolving language, and the way you wrote
it would be acceptable in casual conversational English
today.  So, maybe in 10-20 years, that rule will be changed.
