I'm guessing that neurotransmitter activity is wavelike rather than particulate, so the equivalent of a high or low or high and low pass filter will get rid of the "noise" that makes him twitch which is generated in the brain and not the muscle. Not a cure, but sort of an alleviation of the nasty symptoms he's experiencing. If the "noise" is generated in the muscle areas, then merely locating the affected nerves and replacing them will work, as suggested by the muscles in Michael's face.
