In believe that in Parkinson's, the "noise" is caused by brain neorons
misfiring.  One of the "treatments" for the condition is neurosurgery where
they selectively kill the cells producing the "noise".  Putting a sort of
surge-protector in the neuron path will not work because neurons work by
"pulsing".  They send a signal, then stop, reset, then send the signal
again.
