Huh? What do you mean by "finding place to only 13 murderers"? That 
sentence makes no sense.

The fact that there are *almost* no terrorist attacks in Arab countries 
actually proves my point. Apparently the various Arab governments cannot 
control their populations to such an extent that they can guarantee none of 
their citizens will ever kill anyone else.

Back to my initial statement. Apparently it was not entirely clear what I 
meant, so let me rephrase and be more specific.

It is by definition impossible for the Palestinian Authority to control 
everyone within the Palestinian population to such an extent that the 
Palestinian Authority can guarantee no Palestinian citizen will ever kill 
an Israeli citizen.

This applies to any government and any population. For example, the Israeli 
regime cannot guarantee that no Israeli citizen (in Israel or in a 
settlement in the Occupied Territories) will ever kill a Palestinian.

I think this is a good thing, BTW. If a government *could* give such 
guarantees, it would mean their country would be a police state that makes 
countries like Iraq, the former Soviet Union and Nazi Germany look like 
havens of democracy and freedom in comparison.
