In the U.S., I believe the maximum output for an FM station is 100,000 watts, and the AM max is lower than that, IIRC. The rules and regulations can be found at: http://www.hallikainen.com/FccRules/ although the search and navigation functions of that site are, shall we say, less than optimal, and I don't have the time or patience to try to deal with them right now. This link: http://www.wfmu.org/LCD/GreatDJ/Brinkley.html has a story about a famous (or infamous) broadcaster/quack doctor from the 1930s who managed to get a radio station in Mexico near the Mexico/Texas border with 1 million watts, which "could be heard in New York and Philadelphia - sometimes to the exclusion of all other channels!". There isn't anything this powerful in or near the US. I couldn't find any info for other regions of the world.
