The issue of having the list vote on a question seems to
keep coming up.  May I propose the following method?
        Anyone can ask for such a vote, by putting "List Vote" in
the subject line of a post.  Then the first twenty (say) list
members who care may vote by replying to that post.  If this shows
a clear consensus (more than 90% either way), then we should all
regard the question as settled.  If fewer than 20 replies are 
posted before two days have passed, we declare the question moot
because of voter apathy.  And if the first 20 posts do not show
a clear consensus, then we have to either come up with a better
polling method or give up.
        We of course do not allow multiple votes by one individual,
and so on.  Even given that taking the first 20 posts results in 
a biased sample, the method should be reliable in the extreme cases
where I propose to apply it.
