Not necessarily - the are lots of "historical reasons"
for the setting of speed limits.... I can show you
flat and straight limited-access highways in
absolutely deserted areas of this country where the
speed limit is only 55mph, whereas most such highways
are 65-75mph.
Besides, according to the American Automobile
Association, such limits are often set up so as to
generate revenue. That is, the speed is set lower
than the safe level so as to increase fines from
speeders. Particularly devious was the City of San
Diego, which shortened its "yellow lights", so as to
increase the revenue from red-light runners!
