North Korea has tested a missile over Japan, and will be able to process material for 10-20 atomic bombs in the next year. Even if these were smaller than most atomic bombs, dropping 10-20 small atomic bombs on Tokyo would be devastating to that city; with hundreds of thousands of people dying, at a minimum. With the advances in technology over the last 50 years, given plutonium, the difficulty in making an atomic bomb is not overwhelming.
